Not the job of Congress. That’s a decision by the State Department. And Obama said of ISIS’ tactic of stranding 40,000 innocent people (30,000 of them children) to let them die slowly of thirst “irresponsible.” Oh, and ISIS is also “irresponsible” when they behead children. (Challenge me about THAT event. I dare you to claim it hasn’t happened.)
