I recommend not updating your iOS to 9.3 anytime soon. The activation servers are overloaded and my iphone is now a brick.

I updated last night. Worked first time and took just a few minutes.

I wanted the out of country wifi calling since my American phone is always with me in Canada.

Did you call Apple? They will likely have something to help you out.
