Although there is a distinction between officially sanctioned government discrimination/violence and a country overrun by criminal gangs that punish any who do not cooperate, to the civilians fleeing terror and violence, that is a distinction without a meaning. In either case, innocent people are trying to find a safe haven, protect their families and provide a future for their children.

Well some of Central and South America’s problems are with the governments. I totally think we’re going to see people fleeing Brazil due to the tyrant they just elected.
