This is NOT a vanity plate. It is intended to set apart a set of citizens. And, I highly doubt its cost is similar to that of a sticker. It’s a waste of fucking metal.

Once the die is made, the “cost” is no more than an “ordinary” plate

And the cost of making a die is minimal
