Probably it would mean being a secular state, much like the many other states that have in the past had strong ties to a specific religion, but which do not any more.

And that would be the end of the Jews. We’ve been down that road here before.

Herzl’s, although not particularly religious growing up, had a life change when he witnessed the Dreyfus affair and understood that we needed our homeland back or we could never be safe.
