Virgin Atlantic is hoping that the World’s rich, assuming developing nations continue to develop rapidly enough, will be willing to pay for very expensive joy rides.

Very much so at the moment. Whether Newt wishes to acknowledge it or not, the private sector has no interest in space so long as there’s no profit in it. And right now, the only profit seen in it is taking rich folks up for a few minutes of weightlessness.
