Pretty much. It’s the argument you get whenever a wingnut wants to act like he’s not an isolationist dickward: “I’m not against legal immigration, I’m totally cool with people coming here if they follow the rules!”

Then you find them bitching about how the government isn’t encouraging more immigration from Europe.
