There would be an enormous amount of hell raised by people worried that water from their region was getting sucked up to grow Almond trees in California. I would prefer desalination myself. How massive would a 100 million gallon a day desalination plant have to be? That wouldn’t cover all of LA, but it also wouldn’t exactly be a drop in a bucket.

And there were decades long lawsuits fighting LA from pulling water from north around Mono Lake. (To the point that Mono Lake was losing water level seriously from the diversion of the fresh water sources that usually flowed into it.) There is now an agreement in place to allow Mono Lake to recover to some extent.
