Presumably there is a non-zero number of people who would like to be considered Jewish for family/cultural reasons, but who for whatever reason are not (unless in the Reform sense, as SFZ mentioned above).

My own family had something of a history of this in that the small church that some of my relatives attended was very exclusionary of people who didn’t come from that church (and there was no obvious way of getting into it either).
