Rape victims are largely random. It’s usually a matter of opportunity for the perpetrator and not based on attractiveness. Additionally, attractiveness is not a mutable trait. They might as well have said “in order to avoid rape wear a Burqa.”

It depends on context. There’s usual smug male “she should just dress modestly” hostile/domination advice thing. And there’s “when you’re in a hostile environment, try to blend in and don’t stand out” friendly advice thing. If I say that it would be wise for the woman journalist who was raped on the Tahrir square to wear Islamic garb (considering the male contingent that gathered there), I’m not implying that she is to blame for what happened, yet I’m saying that this might have been avoided.
