Why can’t spending simply be cut without raising income taxes?
The discretionary budget has already been (temporarily) trimmed. Yes, it could be cut some more, but the cuts are starting to get to the point where the effects are getting uncomfortable. Indeed, Arnold, in his latest proposal, put on the table some of the cuts that are possible and he did it (I am convinced) to play politics, not with the Dems but with his own party.
Again, the discretionary part of the budget can be cut, but the non-discretionary costs sit there as untouchable, and they are not small.
