This neglects the existence of the use-of-force document, which should have been created by another officer by direction of his watch commander, and it misconstrues Wilson’s obligations as an officer, which require him to file an incident report, even if it implicates him in a crime. He can, of course, refuse to file that report. But that refusal is itself a policy violation, and grounds for immediate firing—none of which consequences Wilson has faced.
