Not true..In the old days of overclocking you risked many errors in register transfers from the heat.. software often became unstable.. Of course everybody did it anyway for the thrill of a couple extra ticks for gaming

I put all my overclocks through the wringer. There is lots of software designed specifically to test the stability of an overclock. If they reveal problems, or general stability is bad, I lower my overclock - or rather I incrementally move up to that point and back off.

I regularly get decent overclocks that are rock stable. Processors get binned into clock groups partly by their capabilities, and partly due to market considerations.
