The “red tape and bureacracy”, I read as what seems to be ongoing difficulties with the Coast Guard. I posted here about how the CG stopped oil removal operations, going on close to shore (in probably 4 feet of water) to make sure the boats had the right number of life preservers. Those boats were shut down for a day, with the final 8 of the 16 held longer because the CG couldn’t figure out which boats had been inspected, which had not. It was a problem. Obama finally told the CG to make recommendations, but don’t shut down operations and that seems to have been resolved.

As to calling up the National Guard - I’m not sure what the purpose would be for Jindal to call up more of them. The National Guard fabricated the oil-removal equipment used by the boats I described above. BP has hired a lot of people to keep the beaches clean. In other words, I think it’s entirely likely that the reason Jindal has not called up more National Guard is that they are not needed at this time.
