The mechanisms already exist for gun shops to sell.

Here’s my general idea:
If Person A wants to sell to Person B, they drive to a local gun shop, and one of the parties pays a small fee for a background check and the shop does the check. If there is a waiting period involved, the shop can hold onto the gun while they wait.

The shop gets part of the fee, and doesn’t have to hold any extra inventory, its a continuing source of revenue too, because people are continually buying, selling and trading older weapons.

How could it be enforced in any way that would be tolerable to the people who vote? Only one of my guns has not long ago lost its manufacturer’s pedigree. That’s probably true of many or most of the 250 million guns that are over a few years old. Long guns are hardly even tracked.
