Actually I cam back and I did explain the first.

As to the second it very simple. All out war is unrestricted hostilities as per the Geneva convention.

In lay terms that means killing enemies and destroying military targets until the will of the enemy to fight is broken.

News flash any weapons dump or reasonably suspected weapons dump is a military target. And fortifications (like underground tunnels) are military targets. Those who aid and abet hostiles are targets also.
