He has a small remodeling business (small jobs, not major remodels). Since he does all work himself, he does not generally use others’ services. But he does purchase lots of “goods” to do his jobs. He travels around our community and beyond for any job he can find. We are talking construction supplies, gas, restaurants, post office, etc. Must he obtain the Tax ID number of every gas station he stops at just in case he spends over $600 at any one station?

You do not send 1099’s to an Inc. Most large businesses (Home Depot etc.) are Inc.

The 1099’s your husband should be concerned with is for any subcontracted labor he uses.
