Yep. Basically, Putin is letting the Russian Orthodox Church act as a mutaween (religious police found in Islamic countries, most notably in Saudi Arabia - the Committee for the Promotion of Virtue and the Prevention of Vice) in return for the ROC wholeheartedly supporting his increasingly draconian policies.
