The US Navy is the Big Gun is these matters. Between the Vinson and her escorts there will be enough helos to at least ferry people in and evac some of the worst injured. Perhaps they could even be taken to Gitmo for a time. We built additional medical facilities to accommodate detainees, might be a good chance to use them.
