In the 1970’s after the Munich Massacre, the Israelis went around assassinating the Terrorists involved.

There wasn’t a problem until they had a case of mistaken identity in Norway, and killed a Norwegian of Moroccan descent living in Lillehammer, instead of the terrorist. This happened on July 21, 1973.

This ticked off Norway, and while there was compensation from Israel, there wasn’t an apology to the victims family, and Israel didn’t take responsibility publicly.

And that is much of the reason Israel and Norway have Ice-Age Cold relations.
