No, because that’s not what the bill appears to say, and that’s why I’m irritated at the degree to which the blogosphere seems willing to imprecisely describe this bill.

It’s awful, on that we can all agree. It’s plenty awful enough on its own merits; we don’t need to be incorrect on top of it.
