He won’t do a federal mandate. He’ll give the states and local governments cover and funding. They have police forces and licensing authority. (In Auburn the state made progress against dimwitted student drinkers by going after the bars’ liquor licences.)

Giving the states cover won’t be enough, red states will refuse to issue a mask mandate as we’ve already seen. If they wouldn’t do it under trump, why would they do it under Biden when it can give them “conservative cred” by opposing the new President?

We’re gonna need a national mask mandates, and police officers slapping fine tickets over the mouth of anyone not wearing one.
