What I’m talking about are the unhealthy incentives caused by the welfare state. Back in the day, the Christian view of certain minorities was that they were like children who needed looking after. My great grandparents were that way, good people grossly misinformed about the inherent equality of our fellow man. The welfare state kept lots of kids from getting the rickets or going to orphanages, but it also played its role in the poor not marrying, in children not having a man around the house. A patronizing flavor of racism is behind that, just as another flavor of racism is behind the Obama “African lion in the zoo, lyin African in the White House” signs. We’ve always had the violent Klan and the Lace Curtains Klan.

Define ‘welfare state’, and the degree to which black Americans are more beholden to it than others.
