When you re engineer the turbines and pipes and refuel the core you have a new plant. seems a shame to shut it all down instead of letting it run at a lower capacity to make electricity while the best fix is engineered. In the meantime the oil gas and coal burn and burn to replace the kilowatts lost from San Onofre and do their damage to us all.
