Gee Carly, if you say it a gazillion times, does it become true? No, you create jobs by actually investing in your citizenry rather than giving out tax cuts just for the sake of giving out tax cuts.

Captial follows the path of greatest returns: if those returns are greater outside the USA, then people will invest there. Tax cuts might work if there were mechanism in place to insure that the money would be invested domestically.
