Longer historical split. But you can also see that causing issues in the 20th century in relation to the civil rights movement and “white flight”. No chance for the city to expand and get a greater tax base. Possibly one reason the City of Baltimore has had long-standing economic issues as compared to some of the city-county* combos that even into the 1900s absorbed outlying areas that had previously been independent.

* - Places like Philadelphia or Denver where the city and county are congruent. And at some point a lot of the functions have been combined or divided accordingly in order to get greater efficiency.
