If the funds came from the RNC (or were anticipated to come from the RNC), Reince may feel it’s better spent shoring up Senate candidates in close races.

Except Rubio is only up +5.5 in Florida and the race in NC is too close to call. Pulling presidential adds there risks negatively impacting down ticket races in those states.
