There can be, but they don’t tend to be enforced. Enough people generally show up that the courts generally don’t go after people who skip.

Dunno about where you live, but here in the Big Apple, the courts at least go through the motions of threatening recalcitrant jurors: I know they’re not going to send a press gang out to round up a jury pool by force, but I think they have at least the option of issuing a (?) citation for shirkers.
