The wording is something like “reasonable cause.” I’d have to look it up again. But no, you don’t have to break a law first. All they need is reasonable suspicion.

OK, I didn’t read it either, but you already blew your argument. “Reasonable cause” I think is a common law enforcement concept and many people, including some of us who are actually citizens can be stopped for “reasonable cause” (where are the lawyers when you need them). In one paragraph you go from “the wording is something like reasonable cause” to “(a)ll they need is reasonable suspicion.”

FAIL!
