I think most of us know that many consumers will choose “NOTHING” and new free/cheaper services will appear.

Except that the cable companies and telcos own “the last mile” to consumers. A new service would have to either go wireless or pull fiber to their customers. Either way, the startup costs would be huge. Maybe 56K will make a comeback.
