This just doesn’t pass the sniff test at all.

If the Democrats win, President Obama would withdraw and defer to Clinton or Sanders. Unless Clinton/Sanders requested it move forward without delay.

If the Republicans win, they wouldn’t install him to the SCOTUS in a lame duck session.

I suspect it went like this:
Obama: Here’s some names, which ones look promising.
GOP: How about Garland.
Obama presser: Here’s is my nominee, Judge Garland.
GOP: We’re not going to consider him!!!

Obama considers it his job to fill the seat. And it sounds like, for the most part, that Garland is moderate. But also consider this possibility. What if Trump won, god forbid? We’d want that seat filled by an Obama nominee.
