You can see the thinking here: Throw a bone to the gun control crowd and the issue goes away. Don’t make a significant step to addressing the issue, just put another band-aid on there and hope that mollifies people long enough to put November past them.

I think some of them are genuinely scared politically for once. It’s about time the NRA be put on the political defensive.
