There are colleges around the country that have done exactly that. Alfred University for one - occurring after a pledge died after drowning in a creek. They can be shut down, but it typically takes a crisis and death to make happen.
When hazing goes very wrong. Drugs and alcohol frequently play a big part in that - to the point that insuring these groups becomes prohibitively expensive. Going dry can seriously reduce the exposure to lawsuit, as can eliminating the pledge/hazing process.
