In no way did this bill allow for any individual or organization to refuse emergency medical care or law enforcement responsibilities.
Section 3 puts the burden of proof on the government in asserting both its compelling interest and least restrictive means in carrying it out. I agree that it probably covers emergency care, but cops in particular could probably argue against investigating certain non-emergency responses / complaints or carrying out certain duties. For example a sherrif might plausibly refuse to carry out an eviction for a gay landlord against a Christian tenant and use the law as cover in the resulting civil rights lawsuit.
