I read the same, but with a twist. No Somali government to regulate off shore fishing by nearby countries commercial fisherman, and they cleaned out the fish population. Part of the story suggested until the Somoli’s had a coast guard, there would be no one to police their coast either way. Just repeating.

and you seriously believe this is why the Somalis are continuing their ways of piracy? Really?
