They had spent their whole lives with mostly white teachers who just expected less of them than the white kids, and my class had lots of math in it.

You are making the assumption that they ‘tried less hard’ because they had ‘spent their whole lives with mostly white teachers who just expected less of them’. You don’t actually have any reason to think that, except that it supports your preconceived notions.

And you are not in the least bit connecting that racism to the left, or to welfare, or to anything you were talking about. That sort of ‘soft racism’ does exist, certainly, but it’s no more associated with the left than the right. It’s the assumption of lack of capacity, for whatever reason.

Your contention was that liberal welfare policies have led to high rates of illegitimacy in the black population. You’ve done jack and shit to support this contention.
