It creates a situation, potentially, where schools are being drained of students, without being given the means to scale down to a small-school environment. In addition, the public schools are being put in a situation where their achieving students with supportive parents are being removed, and they are being left with a group of lower-achieving and higher-needs students, and less money.

Vouchers are a stop-gap solution, and if used broadly, they will further deteriorate public education.
