Second, saying “Try to appear undesirable and unatractive…” absolutely is blaming women. It’s implying that manner of dress and how you look play some sort of major role in determining who is raped and this is simply not the case. It reeks of the whole disgusting “She was asking for it by dressing that way” meme.

To repeat, it’s one thing to be wrong about whether or not appearance influences rapes. It’s another thing to intentionally blame someone. From “they’re wrong about this” does not follow “they blame women”.
