Why do you say the loans wouldn’t have happened on their own? The vast majority of the loans had absolutely nothing to do with any government program.

So didn’t they happen on their own? What do you mean by ‘happen on their own’?

Regulations encouraging and requiring loans to people who clearly cannot repay said loans. Fannie Mae standing by to buy the loans and thus absolve the banks giving risky loans from suffering the natural consequences.
