This is the problem I have with that kind of spending. Not necessarily the spending itself, but there’s no reason not to publicize a full accounting of it. If they’re upgrading 20 year-old IT infrastructure and thereby doing away with actual paper in file cabinets, that’s one thing. That kind of spending now saves hoards of money over the long term. If they’re redoing the walls and adding crystal chandeliers, that’s obviously something else.

I strongly suspect that the reality is some blend of those two. It would be nice to know for sure, though.
