Just a suggestion, but an anonymous note written on a non-traceable typewriter, unsigned and mailed from some distant place describing the situation to the social and health services w/cc to building codes enforcement could give you deny-ability and ease the conscience about the situation as well as mess with their lives which will definitely help in the satisfaction department.
