The President is acting on the US Supreme Court’s ruling that authorizes the EPA to initiate the rules process to deal with these emissions. It’s not coming out of thin air.

But the GOP isn’t acting in good faith and isn’t a negotiating partner when it comes to this, or pretty much anything else that Congress is supposed to be acting on.

The GOP is anti-science (Boehner claims he’s not qualified to legislate on this because “science”). Umm, that’s the job of Congress - and he and the rest of the GOP have all the scientists and experts available to inform them of the state of the science and the climate. It’s indisputable despite claims from the energy lobby and right wing that climate change isn’t happening, isn’t due to human actions, and/or that there’s nothing we can do to stop it.

We can certainly reduce our emissions and reduce what we’re polluting in the environment, but they simply don’t care. States will still be able to figure out how to do this on their own - but they’ve got to reduce the emissions in-state by 30%.
