That’s the kind of consent decree I’ve been mentioning as being one possible outcome of the federal investigation into what happened in Ferguson.

Possible outcomes include consent decrees with Ferguson, including the Ferguson PD, St. Louis County, St. Louis County Police, and other agencies and municipalities in the Greater St Louis area whose police responded to the protests and whose officers engaged in improper conduct.

It’s most likely that consent decrees will be what happens from the DOJ suit - primarily for Ferguson and the Ferguson PD. It may extend to the county police as well.
