Because “all of BP’s shareholders and mana directors” were not responsible. That would be akin to saying all Toyota management and shareholders should go to jail because of the recalls they’re having

Shoulda left a sarc tag.

Point is, nobody is going to see any personal consequenses out of this in the form of fines or jail time - i.e., things they cannot just pass along.

And in the end, the managing directors are responsible for the procedures that resulted in this disaster, and the shareholders are the ones who elect the board of managers.
