Good point. Powerlines might be a bit more tricky. Could also raise alarms elsewhere. If there’s a cable outage the company might send a truck around the next day. Cutting a power line might signal the power company thinking there’s a loose cable laying in the street.

Cutting the phone lines implies to me the attempt to stop someone from calling for help.
