I’ve become rather cynical these days when it comes to the ODS crowd. The Supremes may very well rule the debt limit unconstitutional, but then where would that leave us? Prior to the institution of it, Congress took care of these things as part of the annual budget. In the present situation, that’s not gonna happen. So would we effectively be giving the executive power of how much debt America can carry at any one time?

Yes? Congress spends the money. It seems to me common sense that, in spending the money, they authorize borrowing money if they don’t allocate enough in a budget. I mean, the only thing this takes away is the power of congress to put us into default. The president doesn’t gain the power to do anything but pay congresses’ debts.
