There was a point being made that Mr. Joker-Nazi Poster Man was on the school grounds or near the school. Did he have a permit to protest? I don’t know.

I don’t beleive any permit is required as the public was invited to the event. I think he was denied entry to the event, but not certain. While outside the event the incident with the police officer ensued.
