Ex-presidents-in-waiting are generous to ex-presidents.
That’s what makes most Western countries stable democracies. When countries start rounding up ex-leaders once another party takes over it’s a very destabilizing factor on democracy. When leaders have to fear arrest and prosecution it makes them less likely to leave power voluntarily. That’s why democracy has a hard time taking hold in many parts of the world.
