Taxes have been collected by rulers pretty much as long as there have been rulers.

That’s how they raised armies, built defenses, and kept their holdings in check.

Own a farm? You paid over a portion of your crops to the local lords.
Were a merchant? You paid over a portion of what you made.

Didn’t have enough to cover what was owed? Into debtors prisons you went. Became indentured servants. Or worse.

Yeah, one has to wonder what color the sky was in this person’s universe.
