So, when Josef Stalin was busy robbing banks back in the day in Tsarist Russia (something he was quite good at, by all accounts) to raise money for the Bolsheviks, that ‘circumvention of the law cannot be condemned or restricted’ and ‘should be recognized as promoting political speech’.

Apparently, it is OK to circumvent laws in Wisconsin, giving that fair state a new growth industry: graft, corruption and political machinery.
